You can get macOS PostgreSQL packages from several different sources.

This is for the 9.5-9.6 upgrade, but the rest of the notes are still for 9.4-9.5. If you accidentally deleted the old postgresql version, it's pretty easy to get it back. The best place to get the latest binaries for both PostgreSQL and PostGIS is the PostgreSQL Yum repository Refer to Installing PostGIS 3 and PostgreSQL 12 on CentOS 8 repository RPM for your distribution, download and install it. Ubuntu / Debian.

Homebrew only really has the postgres formula, and doesn't have any specific formula that only installs the psql tool. So the 'correct way' to get the psql application is indeed to install the postgres formula, and you'll see toward the bottom of the 'caveats' section that it doesn't actually run the database, it just puts the files on your system. Postgres.app
Postgres.app is a simple, native macOS app that runs in the menubar without the need of an installer. Open the app, and you have a PostgreSQL serverready and awaiting new connections. Close the app, and the server shuts down.

I attempted to download the newest version of postgresql but the same message appears. Is there anyway to override this?

Postgres has a repeating, disappearing popup issue after Catalina install. I had to delete postgres to be able to work. Go to re-install and find out your software is not ready.

Figured it was too obvious of a solution. I simply just went into my System Preferences > Security and Privacy > and unlocked to allow apps to be donwloaded from a foreign source. Can i download on prime video on mac.

2019/11/05: I downloaded again and this time the install worked. PG was started OK.
Stackbuilder won't run, it dies (no message, just disappears) after macOS asks for permission to make changes.
